Zamanın kendisine hükmetme gücüne sahip Emperor Terrorin adındaki kötü bir Bomber, Planet Bomber'ın yörüngesindeki hapishane hücrelerinde tutulan çeşitli suçlu Bomber'ları serbest bıraktı. Onları çarpık bir zaman ve mekanın içine yerleştiren bu düşmanlara karşı Shirobon, Kurobon ve Louie (Rui) yoldaşları, bölümleri geçerek ve onları birer birer mağlup ederek sonunda Emperor Terrorin'in kendisiyle yüzleşmek zorundalar.

An evil Bomber named Emperor Terrorin who has the power of Time itself has freed various criminal Bombers from their prison cells in orbit around Planet Bomber. Setting them up in a warped time and space, Shirobon, Kurobon, and their Louie (Rui) companions must travel through stages and defeat them before going up against Emperor Terrorin himself.
